The financial crisis which developed further into an economic crisis, lead the regulators to put the capital requirements, as defined in the Basel I and Basel II accords, under the microscope. After deliberating in 2009 a new set of requirements was adopted by the Basel Committee (BIS) in July 2010. This package aims to ensure that both the quality and level of capital reserves of banks will be improved. Capital requirements for certain products increase and banks are encouraged to build additional capital buffers during good times, so that banks are better positioned to absorb the losses that occur during periods of stress. Banks that do not comply with this extra buffer, or do so insufficiently, will be limited in the way they can pay dividends or performance-related bonuses.

Frans was a successful Investor Relations Manager at ABN AMRO for 4.5 years. He also worked as a sector and mid/small cap equity analyst at ABN AMRO. Afterwards he worked for 7 years as Managing Director of the ING Markets Equity Research team.
